The session will close with two technical presentations from Adelaide Chapter Chair Phil Kowalczyk\, covering asset management in complex operating environments and lifecycle data management aligned to ISO 19650 and ISO 55013. \nClick here to register \nInfrastructure SA – AMPEAK Presentation / State Asset Management Policy Update\nThis presentation articulates the importance of developing and implementing a statewide Government Asset Management Policy and Framework to drive the performance of the assets and ensure optimised infrastructure investments drive economic\, environmental\, and social value within acceptable government risk tolerances.  It includes the need to implement an asset management assurance framework to ensure that the policy and framework deliver on its expected outcomes and benefits. \nInfrastructure South Australia (ISA) is a South Australian (SA) Government statutory authority that provides independent expert advice to the SA Government on the coordination\, planning\, prioritisation\, delivery\, and operation of assets and infrastructure. ISA recently launched its new 20 – Year State Infrastructure Strategy 2025 – 2045. \nThe strategy is seeking to achieve four key outcomes: \n\nPaving The Way to Prosperity\nLiveable Today\, Flourishing Tomorrow\nShaping A Sustainable Future\nElevating Impact\n\nThe fourth outcome strives to maximise the value of our existing state government infrastructure and strategically prioritising infrastructure investments by better managing demand\, optimising the use of existing assets\, strategically maintaining the assets and developing new assets that are aligned to agreed government service levels. \nThe strategy identifies four key Strategic Asset Management challenges: \n\nAsset Management maturity levels across government agencies are mixed and should be consistent with best practice\nLifecycle maintenance planning is unsophisticated\, based upon historical investment\, often reactive\, short-term\, and inefficient\nAssets face unnecessary risk exposure\, leading to potential asset failures and service disruption\nClimate change impacts are not strategically considered\, particularly for critical infrastructure\, and asset resilience is not integrated into asset planning and prioritisation.\n\nTo address these challenges\, the Strategy has two recommendations aimed at providing a whole of – lifecycle\, Strategic Asset Management approach that is aligned with government priorities and agreed service levels and supports effective demand management. \nThe recommendations will enable government investment decisions to be informed by sound asset planning with strategic asset management systems\, plans and data providing whole of government oversight on the performance of the asset portfolio. \nThis presentation will describe how the recommendations will be implemented and managed across the SA Government\, in support of an economy that is smart\, sustainable\, inclusive\, and fit for the future. \n\n		\n			\n				\n			\n			\n		 \n		\n			Graeme Brown is an executive leader with extensive experience across asset and infrastructure sectors at Federal\, State\, and Local Government levels. He brings deep expertise in asset management\, infrastructure planning and capital project delivery\, as well as safety\, security\, emergency management\, enterprise risk\, and business continuity. Graeme has a strong track record spanning both strategy and operations\, with a holistic and innovative approach to aligning resources to deliver effective and efficient outcomes. With 18 years across contracting\, consulting and client-side roles\, he has coordinated Hastings District Council’s 268-bridge network through Cyclone Gabrielle\, served as Deputy Team Leader on Waka Kotahi’s Structures Management Contract for Hawke’s Bay and Gisborne\, and contributed to the Design and Construction Supervision of the 128m Puketapu super-tee bridge rebuild. He currently leads condition and structural assessment programs across bridges\, culverts and marine structures for state government\, regulators\, councils\, and private clients. Michael is a Chartered Professional Engineer and is a member of the Asset Management Council (Committee member and CAAM)\, IPWEA and PMI. His focus is the space between strategy and delivery and building the systems\, conversations and prioritisation that link condition data to capital decisions\, across bridges\, marine and civil structures today and other critical infrastructure portfolios over time. Outside work\, Michael loves to run (2:40 marathon time)\, 2-handicap golfer and ice hockey captain. Gerry has led commercial modelling for large-scale capital projects and now focuses on bridging strategy and delivery—ensuring asset management functions are established to operate effectively from day one. His work centres on operational readiness\, including governance\, processes\, systems\, and stakeholder alignment\, enabling a smooth transition from project delivery into business-as-usual operations.\n		\n			\n		 \nLeading Through Complexity: Queensland Government uplift on Government-Wide Asset Management Practices\nThis presentation provides an update on lessons learned following a 2025 industry presentation that explored the complex interplay between cost\, risk\, and performance in developing effective maintenance and replacement programs within high‑risk\, operationally constrained asset portfolios. \nThe portfolios examined comprise diverse facilities operating under sustained utilisation pressures\, limiting access for proactive maintenance\, condition assessment\, and renewal activities. These constraints significantly increase operational risk and necessitate a more deliberate\, risk‑based approach to Asset Management decision‑making. \nThe presentation outlines the evolution of a criticality‑led framework that balances safety\, service continuity\, and asset integrity with lifecycle cost considerations. It reflects on implementation challenges\, including data quality\, contractor engagement\, and operating within restricted environments\, and identifies the leadership and governance mechanisms that enabled broader adoption across multiple public‑sector organisations. \nBy reframing Asset Management in terms of business outcomes rather than technical metrics\, the approach demonstrates how risk‑informed Asset Management can support productivity\, financial sustainability\, and long‑term value creation in complex operating environments. \nFrom Design to Disposal: Managing Asset Data Across the Lifecycle with ISO 19650 and ISO 55013\nThis presentation articulates the importance of managing Asset data through the entire lifecycle of an asset by adopting the principals of ISO 19650 and ISO 55013. \nIn an era of increasing complexity and digital transformation\, the ability to manage asset data effectively across the entire lifecycle – from planning and design through to operation and disposal – is critical to achieving strategic asset management outcomes. \nThis presentation will explore the convergence of two international standards: ISO 19650\, which governs the organisation and digitisation of information about buildings and infrastructure using Building Information Modelling (BIM)\, and ISO 55013\, which provides guidance on the Management of Data Assets By adopting the principles of ISO 19650\, organisations can ensure structured\, interoperable\, and accessible Asset Information from the earliest stages of a project. \nWhen integrated with ISO 55013\, this approach supports a robust Asset Management Framework that aligns data governance with organisational objectives\, risk management\, and value realisation. \nThe presentation will highlight practical strategies for embedding these standards into Asset Management practices\, emphasising the importance of data continuity\, stakeholder collaboration\, and digital workflows. \nThe purpose is to provide a clear understanding of how to leverage ISO 19650 and ISO 55013 to build a resilient\, data-driven asset management ecosystem that delivers long-term value. His team has a strong focus on evidence-based decision-making and seeks to improve the maturity of infrastructure planning and investment across government. Infrastructure SA also aims to identify projects that deliver benefits for all South Australians by adopting a state-wide cross-sectoral lens. This is aided by Jeremy’s deep experience in both the public and private sectors. He has held senior roles at the Department of Planning\, Transport and Infrastructure and Department for the Premier and Cabinet; meanwhile his vast commercial and business experience comes from having worked in property development at Places Victoria for three years and in private equity CVC Capital Partners in London for nine years. \nGraeme Brown\, Director Assurance\, Infrastructure SA\nGraeme Brown is an experienced government infrastructure\, asset management and capital program executive who has worked across all tiers of government and asset sectors. Departmental experience includes Defence\, Health\, Police\, Treasury and Finance\, and Infrastructure and Transport. Qualifications include Bachelor of Architectural Studies\, Bachelor of Architecture\, Advanced Diploma in Administration. Graeme is an Accredited Professional Planning Level 2.

DESCRIPTION:The SSN-AUKUS is a planned class of nuclear-powered fleet submarine intended to enter service with the United Kingdom’s Royal Navy in the late 2030s and Royal Australian Navy in the 2040s. The class will replace the UK’s Astute class and Australia’s Collins class submarines. \nThis presentation will provide a technical overview on AUKUS and nuclear-powered submarines from an Asset management perspective on one of the world’s most complex asset. \n  \nClick here to register\n  \nAbout the speaker:  \nChris Saint\, Domain Engineering Manager (Submarines and Nuclear)\, Babcock Australasia \nChris Saint is Babcock Australasia’s Domain Engineering Manager for submarines and nuclear. He is tasked with capability management and development in preparation for AUKUS\, in particular planning ahead of the nation’s new nuclear-powered submarines. Over the past 10 years\, Chris has held several positions at Babcock\, including the Naval Nuclear Head of Engineering Capability and Technical Services Alliance in Devonport\, UK. He has also worked as a Safety Case Engineer and Naval Base Project Engineer. Chris began his career in the Royal Navy\, where he worked in various engineering roles.
