DESCRIPTION:Public–Private Partnerships (PPPs) carry inherent financial risks\, particularly when fixed-price contracts fail to reflect total lifecycle costs. To manage this\, PFM adopted a Total Expenditure (TOTEX) Strategic Asset Management (SAM) approach that integrates people\, processes\, and systems to align CAPEX and OPEX decisions for long-term value. \nThe two key barriers—poor data quality and limited practitioner capability—were addressed through the development of two foundational enablers: the Asset Management System (AMS) and the Asset Management Community of Practice (AMCoP). The AMS standardised tools and processes\, while the AMCoP fostered collaboration\, upskilling\, and knowledge sharing. These enabled the creation of high-value resources such as a Lifecycle Cost and Maintenance database. \nIn practice\, these frameworks supported accurate data capture and scenario modelling within PPP contracts\, driving evidence-based decisions. DESCRIPTION:The ISO/TC 251 committee continues to evolve the Standards. Work is currently underway to update ISO 55001:2018 to bring it into alignment with the 2024 versions of ISO 55000 and ISO 55001. DESCRIPTION:Court Services Victoria (CSV) has experienced several critical infrastructure failures in recent years due to inadequate asset maintenance funds. Many assets supporting essential safety measures\, such as HVAC\, fire services\, switchboards\, and emergency lighting\, have reached the end of their life and will require replacement or renewal to keep court facilities safe and operational. When an asset reaches the end of its useful life or does not meet current needs and requirements\, we can either replace the asset immediately or keep operating it until it fails. \nIt is important to understand the condition and criticality of the assets to be able to “sweat” them (doing more with less) until they fail. Timely intervention through proactive asset management strategies will assist in prolonging the useful life of assets and will\, in turn\, allow for the orderly replacement of critical assets at the end of their life cycle. \nWhen an asset does eventually fail\, it is sometimes very difficult to predict the consequences. Within the court environment\, consequences can include delays or denial of access to justice for court users\, proceedings becoming more difficult or expensive\, and increased risks to Occupational Health and Safety of court users. \nIn response to one such recent critical asset failure at 436 Lonsdale Street\, Melbourne\, a major program was undertaken comprising 16 interrelated projects across seven sites to replace courtrooms\, associated facilities\, and office accommodation\, impacting nearly 1\,000 people across the Courts Group. SUMMARY:Melbourne - Moving away from reactive maintenance using a systems-based approach
DESCRIPTION:Court Services Victoria (CSV) provides corporate and administrative services that support judicial independence in the administration of justice in Victoria. \nWhen CSV was formed\, it inherited a legacy of asset management issues that included an ageing asset base which was not fit for purpose\, limited asset information\, a largely reactive maintenance strategy\, no centralised location for asset information\, multiple changes in leadership\, and staff who operated predominately in silos. \nSolutions to these issues included a fully integrated system-based approach to assist with breaking down barriers of a siloed organisation\, utilisation of a hierarchy of Asset Management Systems\, focusing on the whole of asset lifecycle and compliance with the Victorian Government’s Asset Management and Accountability Framework (AMAF). \nThese initiatives assisted CSV to move away from a backlog filled reactive maintenance strategy\, where catastrophic failure of critical assets could potentially lead to the shutting down of a justice system\, to a proactive 10-year program of works. \nClick here to register\n  \nAbout the speaker:  \nVijay Eden\, Manager Asset Systems\, Court Services Victoria \nVijay is a seasoned asset management professional from an engineering background with a passion for Occupational Health and Safety. He has more than 30 years of leadership experience in strategic asset management both in the public and private sectors. Vijay is proficient at providing high quality service\, advice and support in the delivery of whole of asset lifecycle projects and improvements associated infrastructure matters from concept to completion\, within a unique and complex portfolio of public buildings across. He has a proven track record in implementing Asset Management Systems\, Computerised Maintenance Management Systems (CMMS)\, promoting proactive maintenance\, leading reliability engineering and OHS management. \nVijay’s expertise includes ensuring compliance with the AMAF annual maturity assessments\, Essential Safety Measures (ESM) and Quality Management systems (QMS) and Occupational health and Safety (OHS)\, supporting sustainability initiatives and Service Level Agreement (SLA)  in contracts. He is passionate about stakeholder engagement\, change management\, ongoing continuous improvement and mentoring new asset management professionals. \nVijay lives in Melbourne with his wife\, three pet chicken\, and a pond full of goldfish and enthusiastically supports the Richmond Tigers Football Club.
