As such\, the New Zealand Infrastructure Strategy Rautaki Hanganga highlights that a large part of New Zealand’s infrastructure deficit is the cost of maintaining and renewing existing infrastructure. \nTo manage the infrastructure challenges we face\, it is critical to get better use from this existing infrastructure\, and improve how we maintain and manage it. This was the costliest tropical cyclone on record in the southern hemisphere\, with total damages estimated to be at least $13.5 billion. The scale of damage and disruption to Unisons electricity distribution network was the most severe in living memory. This presentation will tell the story of Unisons response and ongoing recovery\, and how good asset management practices supported Unisons readiness and reduced the potential effects of such an event. \nMitch is a chartered electrical engineer and an asset management practitioner. Starting his career in the electricity distribution sector at Unison Networks\, Mitch cut his teeth in an operational engineering role within the Network Operation Centre. Since then\, Mitch has worked in Asset Management with a focus on overhead lines. His specialty areas include overhead conductor and timber pole condition assessment\, as well as asset risk modelling for renewal planning. Mitch has been an active member of seven electricity industry asset management working groups and steering committees\, and the chair of the Overhead Line Designers Forum. A huge advocate for Lean processes and how they are the foundations for successfully implementing Asset Management strategies. \n\n \nCritical Infrastructure Natural Hazards Resilience Research: National Overview \nProfessor Liam Wotherspoon\, Civil and Environmental Engineering\, University of Auckland\nRecent natural hazards events in Aotearoa New Zealand have highlighted the vulnerability of the critical infrastructure networks and the impacts of loss of service on communities and the economy. These events\, along with a history of strong collaboration between research and industry\, has motivated a wide range of research focussing on the resilience of critical infrastructure networks when exposed to natural hazard events. This presentation will provide a summary of recently completed and ongoing research across New Zealand\, along with some of the future directions of this research. This summary will be presented on behalf of a large group of researchers from across the country. We service over 17\,000KM of sewer mains\, supply almost 400 billion litres of water\, and operate a vast number of treatment processes state-wide. \nTo achieve these feats efficiently and safely\, we need high-quality data about our assets and the confidence to use this data in decision-making. Ideally\, our data should drive process improvements\, leading to superior product quality with reduced labour\, chemicals\, energy\, and capital expenditure. For this to happen\, the right information must be presented to the appropriate audience in an understandable format and at the correct cadence. \nIn the past\, our approach relied heavily on Excel spreadsheets. While these were relatively user-friendly\, they had limited capabilities. They were time-consuming\, error-prone\, and challenging to scale. Extracting insights was entirely manual\, as was the integration of multiple data streams. \nOur solution was to develop a PI Asset Framework database\, which we named Operations Intelligence (OI). \nThe primary objectives in developing OI were to make operational data meaningful and accessible to the entire business. We also aimed to create opportunities for faster decision-making as close to the operational front as possible. The technical nature of the framework allows us to identify the elements of a process\, specify relationships within that process\, and organise these in a manner that’s easy to understand. Moreover\, it’s been designed to work across all our projects and teams. This means we can standardise all data streams into one framework. By establishing a single source of truth\, we’ve ensured that all operational and asset decisions are made using aligned data. \nOI has rapidly enhanced our data maturity\, setting us on the path to becoming a data-driven business where accurate and effective information underpins all decisions. \nBradley Shand\, Senior Technical Advisor – Advanced Operational Solutions\, Water Corporation \nBradley Shand works for the Water Corporation as a Senior Technical Advisor in Advanced Operational Solutions. A significant challenge is crafting a combination of analytical and engineering solutions that consolidate available asset\, condition\, and operational data for better maintenance and operational decision-making. \nSilver Edge Technologies was engaged to devise an optimised 10-year renewals programme for an urban rail operator. Our approach centred on analysing data from various sources\, constructing a linear model of the network\, and aligning asset condition data with this model. Drawing from our extensive experience in the practical application of asset management\, we collaboratively developed track health indices. These were visualised alongside condition data on an interactive dashboard\, facilitating a prioritised 10-year renewal plan. This dashboard offers insights for engineering examinations and in-depth exploration of condition data from neighbouring locations. \nOur engineers conducted field inspections of critical assets and sites to further validate the insights from the dashboard. Data from these inspections\, combined with dashboard information\, was utilised to pinpoint and prioritise locations for upcoming maintenance. Major periodic maintenance was planned and outlined at these sites\, capitalising on our expertise in maintenance execution. \nOur approach enhanced understanding of asset performance and condition\, leading to heightened confidence in maintenance budgeting and resource allocation. This understanding ensures fact-based planning and increased efficiency in long-term maintenance due to the standardisation of planned renewal works. We realised efficiency gains via automatic data ingestion into a dashboard that incorporates intricate asset health calculations and prioritisation indices. Te Ringa Maimoa is leading the implementation of a consistent approach to the collection of pavement and surfacing condition data for all local authority sealed roads. The Consistent Condition Data Collection (CCDC) project is being developed collaboratively by sector representatives from councils and Waka Kotahi\, supported by industry subject matter experts. Many assets supporting essential safety measures\, such as HVAC\, fire services\, switchboards\, and emergency lighting\, have reached the end of their life and will require replacement or renewal to keep court facilities safe and operational. When an asset reaches the end of its useful life or does not meet current needs and requirements\, we can either replace the asset immediately or keep operating it until it fails. \nIt is important to understand the condition and criticality of the assets to be able to “sweat” them (doing more with less) until they fail. Timely intervention through proactive asset management strategies will assist in prolonging the useful life of assets and will\, in turn\, allow for the orderly replacement of critical assets at the end of their life cycle. \nWhen an asset does eventually fail\, it is sometimes very difficult to predict the consequences. Within the court environment\, consequences can include delays or denial of access to justice for court users\, proceedings becoming more difficult or expensive\, and increased risks to Occupational Health and Safety of court users. \nIn response to one such recent critical asset failure at 436 Lonsdale Street\, Melbourne\, a major program was undertaken comprising 16 interrelated projects across seven sites to replace courtrooms\, associated facilities\, and office accommodation\, impacting nearly 1\,000 people across the Courts Group. Put another way\, when the numbers don’t add up\, one or more of these three characteristics must change— but which? Two of the characteristics are readily evident and measurable\, while risk is not. Achieving desired performance along with budget cuts seems seductively possible— for a while. But like gravity\, the inevitable increase in risk exposure\, in the form of deteriorating reliability and availability\, takes hold. Like gravity and mass\, reliability and availability possess inertia. Thus\, by the time the impacts of budget cuts become evident\, the originator has taken their bonus and left the scene of the crime\, leaving a successor with the hard sell of recovery\, which may take years of additional expenditure. Successful asset managers understand the importance of protecting their budget through the defensibility of every line item of expenditure. This presentation by Jim Kennedy will explore the production of a defensible preventive maintenance program as an essential core of any asset management plan. He has over 55 years’ experience in maintenance and asset management in the aerospace\, rail\, power\, water\, and defence industries. \nFor the last 30 years\, Jim has been directly involved in asset management activities\, including 9 years as Technical Director of the Maintenance Engineering Society of Australia (MESA) and 8 years as Chair and Board member of the Asset Management Council. He has authored two manuals on Reliability Centred Maintenance and Asset Management and has presented 70+ papers in Australia\, Europe\, the Middle East\, Africa\, and South America. \nOver the last 15 years\, Jim has worked part-time with Australian Maritime Defence in adapting an evolving asset management discipline to a military environment with a long history.
