Early delivery highlighted a range of asset management challenges common across the industry\, including reactive planning\, fragmented prioritisation\, limited assurance confidence\, and siloed decision-making across functions. \nThis presentation shares ConnectSydney’s asset management maturity journey\, focusing on the practical actions taken to address these challenges and uplift maturity in a live operational environment. It outlines how capability\, assurance\, prioritisation\, and cross-functional alignment were deliberately strengthened through targeted changes to roles\, governance\, decision frameworks\, and ways of working. \nRather than presenting theory\, the session demonstrates how asset-need-led planning\, balanced cost–risk–performance prioritisation\, and embedded assurance were translated into day-to-day business-as-usual practices. As Network Needs Manager at ConnectSydney for the past five years\, he has led asset management activities for the Sydney Roads Asset Performance Contract in the Harbour Zone\, providing strategic and tactical direction across asset planning\, compliance\, sustainability and continuous improvement\, in alignment with TfNSW stewardship principles. He is responsible for developing and maintaining strategic and tactical asset management plans\, embedding ISO 55000-aligned practices\, and driving reliability-based maintenance and renewal strategies across a diverse portfolio of road\, bridge\, tunnel and pavement assets. With a strong background in civil engineering and program delivery\, Max works closely with leadership and operational teams to translate asset data and performance insights into practical\, risk-based decisions that improve network outcomes\, strengthen safety and sustainability performance\, and support long-term network resilience.\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Syed Kazmi is a Strategic Asset Manager at ConnectSydney\, responsible for asset stewardship across the Harbour Zone under the Sydney Roads Asset Performance Contract (SRAPC). He leads strategic asset planning\, lifecycle optimisation\, and cost–risk–performance decision-making across a complex\, multi-asset road network. He works closely with leadership and delivery teams to translate asset intelligence into informed\, risk-based network outcomes. SUMMARY:Sydney - Building Resilient Assets in an Era of Climate Extremes
DESCRIPTION:The increasing frequency and severity of extreme weather events in New South Wales pose significant challenges to the resilience of government-owned assets and the communities they serve. Many public infrastructure systems — including roads\, bridges\, schools\, and utilities — were not designed to withstand current climate risks\, resulting in repeated damage\, costly rebuilds\, and long-term service disruptions. A key challenge lies in transitioning from reactive recovery efforts to proactive\, risk-informed asset planning and investment. Limited funding\, fragmented governance\, and inconsistent data on asset vulnerability further complicate coordinated resilience-building efforts. However\, there are growing opportunities to address these gaps. \nThe NSW Reconstruction Authority’s leadership in developing the State Disaster Mitigation Plan\, alongside AECOM’s technical expertise in resilience modelling and Moody’s Analytics’ insights into the rising economic costs of disasters\, are paving the way for smarter\, data-driven decision-making. Through collaborative planning\, stronger intergovernmental coordination\, and targeted investment in resilience upgrades\, NSW has a unique opportunity to embed long-term sustainability and community protection into its asset management systems. \nNSW continues to grapple with escalating climate-driven disasters — from the severe flooding in Northern NSW earlier this year to the bushfires in past seasons — that have spotlighted vulnerabilities in government-managed infrastructure. The state’s response demonstrates that the government’s approach must go beyond reactive recovery and focus on proactive resilience in asset management and planning. \nThis NSW-based resilience panel consists of representatives from: \n\nThe NSW Reconstruction Authority (RA)\, backed by more than $300 million in funding\, leading the recovery and mitigation effort through Australia’s first State Disaster Mitigation Plan (SDMP)\, released in February 2024\, and via grant programs such as the Community Assets Program and Central West Recovery & Resilience package (valued at $100 million). Through these initiatives\, damaged infrastructure — such as schools\, bridges\, and community centres — is being rebuilt with enhanced flood resilience and hazard-adaptive design.\nAECOM\, whose expertise in climate adaptation\, risk modelling\, and infrastructure hardening underpins projects such as the Sydney Resilience Strategy and climate-risk assessments for regional NSW retail centres affected by floods and cyclones.\nMoody’s Analytics\, which provides robust analytical modelling approaches. Recent assessments suggest that bushfire-related losses may exceed $4.4 billion and that annual disaster costs across Australia could more than double to $39 billion by 2050.\n\nThe session will blend case studies\, policy panels\, and technical sessions geared towards strengthening government-led asset resilience and advancing community recovery across NSW. \nClick here to register \n\n		\n			\n				\n			\n			\n		 \n		\n			Amanda Leck is the Deputy Secretary and Group Head of Adaptation\, Mitigation and Reconstruction with the NSW Reconstruction Authority. He joined RMS in the UK in 1996 as a model developer\, working on extreme weather models for North Atlantic hurricanes\, European windstorms\, and UK floods. In 2004\, Michael returned home to New Zealand. Following the 2010–11 earthquakes in Christchurch\, he became more involved with the local New Zealand market\, liaising between RMS’s developers and local insurers\, regulators\, engineers\, and government. Today\, he provides technical support on Australia and New Zealand physical risk models to Moody’s client-facing teams.

This event will explore how fragmented practices have left property owners and managers exposed\, with issues such as missing design records\, incomplete asset registers\, warranty disputes\, and inadequate lifecycle planning driving up costs and eroding confidence in the market. By referencing the Building Manual Guideline\, the discussion will show how better systems\, accountability\, and transparency can protect property value while reducing financial and safety risks. \nThe program will highlight the case for change\, shifting strata property asset management from reactive maintenance to proactive\, data-driven practices. This includes upskilling strata managers and owners’ corporations\, embedding robust governance structures\, and adopting tools such as digital records\, lifecycle costing\, and transparent levy planning. Key themes include liability management\, procurement responses\, ownership and co-funding models\, and the legal ramifications of poor documentation. Central to the discussion is how build quality achieved at the design\, approval\, and construction stages can be effectively translated into long-term occupancy asset management\, ensuring properties remain safe\, durable\, and financially sustainable throughout their lifecycle. \nBuilding on industry milestones such as the Shergold Weir Building Confidence Report (2018)\, the NSW Government’s response (2019)\, the Strata Community Association’s Building Manual Guideline (2020)\, and Engineers Australia’s 2023 report on managing building defects\, the event will emphasise that while property owners face genuine risks — from systemic defects and water ingress to unexpected financial shocks — there are also significant opportunities. Recently\, she transitioned to the client side by joining the Assets team at Taronga Zoo\, where she manages projects under $2 million. This role provides a unique perspective compared with contractor-side delivery of multi-billion-dollar projects\, requiring Maddison to carefully balance asset replacement and maintenance while prioritising safety\, quality\, cost\, time\, and the welfare of both guests and animals.\n		\n			\n		\n\n		\n			\n				\n			\n			\n		 \n		\n			Sally Busch has extensive experience across the aviation\, defence\, and energy sectors\, bringing a multidisciplinary perspective to asset management. At Ausgrid\, she shapes asset strategies that balance cost\, risk and performance to guide decisions supporting a rapidly evolving electricity network. Her background includes technical leadership in asset strategy and performance\, climate resilience\, modelling\, reliability\, and strategic engineering support across the asset lifecycle.\n		\n			\n		\n\n		\n			\n				\n			\n			\n		 \n		\n			Gavin Cavanagh has held a number of Systems Engineering positions at TfNSW\, Sydney Trains and NSW TrainLink over the past nine years\, along with Asset Resilience roles more recently. Prior to the transport sector\, Gavin worked in the defence and aerospace sector for 20 years in Australia\, including 16 years as a uniformed Air Force Officer and four years in the defence industry\, again in Systems Engineering and Life Cycle Management. His experience in Asset Resilience stems from his military background with the Defence-in-Depth approach and is an extension of his Systems Engineering knowledge and expertise. Since COP21 in 2015\, organisations and governments have began addressing the huge challenge of decarbonisation. Since infrastructure\, construction and operation constitutes 70% of global GHG emissions\, sustainable asset strategies are a key enabler of this global ambition. \nThe energy transition transcends the energy sector\, impacting organisations across the board. From utilities to transportation\, and from manufacturing to public services\, every asset portfolio is undergoing a pivotal change. Where once the triad of risk\, performance\, and cost dictated asset management\, we now witness an incremental fourth dimension – sustainability. \nAsset management principles are also evolving. The Institute of Asset Management’s Asset Anatomy’s fourth edition explicitly recognises the urgent need to embed ESG considerations\, carbon abatement\, and circular economy principles into asset management methodologies. DESCRIPTION:Asset managers are often pawns in achieving an organisation’s desired balance of “cost\, risk\, and performance”. Put another way\, when the numbers don’t add up\, one or more of these three characteristics must change— but which? Two of the characteristics are readily evident and measurable\, while risk is not. Achieving desired performance along with budget cuts seems seductively possible— for a while. But like gravity\, the inevitable increase in risk exposure\, in the form of deteriorating reliability and availability\, takes hold. Like gravity and mass\, reliability and availability possess inertia. Thus\, by the time the impacts of budget cuts become evident\, the originator has taken their bonus and left the scene of the crime\, leaving a successor with the hard sell of recovery\, which may take years of additional expenditure. Successful asset managers understand the importance of protecting their budget through the defensibility of every line item of expenditure. This presentation by Jim Kennedy will explore the production of a defensible preventive maintenance program as an essential core of any asset management plan. Recent projects include translating technical engineering models into strategic investment plans for utilities and assessing climate risks for infrastructure maintenance and investment. Beyond her client work\, Maddy actively promotes women to consider STEM degrees through KPMG’s partnerships with Robogals and engages in sustainability initiatives focussed on waste management and climate action. \nBraeden Knox is an Asset Management Consultant\, and has been part of the WSP Strategic Asset Management Team for over one and a half years. Braeden has a bachelor’s degree in Mechatronic Engineering and Creative Intelligence and Innovation. Prior to his graduation\, he was a Systems Engineering Intern at Thales in the Security and Communications team. In his career at WSP\, Braeden has played a pivotal role in projects that include the development of Asset Management Plans\, performing Asset Management Maturity Assessments\, Asset Assurance\, Technical Due Diligence\, Standards Development\, and Technical Maintenance Plan Development for key infrastructure projects like the Parramatta Light Rail and the Sydney Harbour Bridge. DESCRIPTION:The Asset Management Policy for the NSW Public Sector\, TPP 19-07\, was introduced in October 2019. Its purpose is to drive improved asset management across the public sector. The policy sets out the core asset management practices that the NSW Government expects agencies to adopt in order to meet service delivery objectives efficiently. \nThe presentation will provide an overview of the policy and assess its effectiveness to date in enhancing AM capabilities. He has designed and executed portfolio climate risk assessments for S&P500 and ASX50 companies. \nHenry focuses on aligning climate risk management to business performance\, which means: \n\nAdopting existing enterprise management frameworks\nIdentifying key operational and business functions to assess climate risk against\nDeriving the incremental effect of climate change on existing risk profiles\n\nHenry has a degree in International Relations majoring in Diplomacy\, Masters Degree in Business majoring in Applied Finance.
