SUMMARY:Sydney - Building Resilient Assets in an Era of Climate Extremes
DESCRIPTION:The increasing frequency and severity of extreme weather events in New South Wales pose significant challenges to the resilience of government-owned assets and the communities they serve. Many public infrastructure systems — including roads\, bridges\, schools\, and utilities — were not designed to withstand current climate risks\, resulting in repeated damage\, costly rebuilds\, and long-term service disruptions. A key challenge lies in transitioning from reactive recovery efforts to proactive\, risk-informed asset planning and investment. Limited funding\, fragmented governance\, and inconsistent data on asset vulnerability further complicate coordinated resilience-building efforts. However\, there are growing opportunities to address these gaps. \nThe NSW Reconstruction Authority’s leadership in developing the State Disaster Mitigation Plan\, alongside AECOM’s technical expertise in resilience modelling and Moody’s Analytics’ insights into the rising economic costs of disasters\, are paving the way for smarter\, data-driven decision-making. Through collaborative planning\, stronger intergovernmental coordination\, and targeted investment in resilience upgrades\, NSW has a unique opportunity to embed long-term sustainability and community protection into its asset management systems. \nNSW continues to grapple with escalating climate-driven disasters — from the severe flooding in Northern NSW earlier this year to the bushfires in past seasons — that have spotlighted vulnerabilities in government-managed infrastructure. The state’s response demonstrates that the government’s approach must go beyond reactive recovery and focus on proactive resilience in asset management and planning. \nThis NSW-based resilience panel consists of representatives from: \n\nThe NSW Reconstruction Authority (RA)\, backed by more than $300 million in funding\, leading the recovery and mitigation effort through Australia’s first State Disaster Mitigation Plan (SDMP)\, released in February 2024\, and via grant programs such as the Community Assets Program and Central West Recovery & Resilience package (valued at $100 million). Through these initiatives\, damaged infrastructure — such as schools\, bridges\, and community centres — is being rebuilt with enhanced flood resilience and hazard-adaptive design.\nAECOM\, whose expertise in climate adaptation\, risk modelling\, and infrastructure hardening underpins projects such as the Sydney Resilience Strategy and climate-risk assessments for regional NSW retail centres affected by floods and cyclones.\nMoody’s Analytics\, which provides robust analytical modelling approaches. Recent assessments suggest that bushfire-related losses may exceed $4.4 billion and that annual disaster costs across Australia could more than double to $39 billion by 2050.\n\nThe session will blend case studies\, policy panels\, and technical sessions geared towards strengthening government-led asset resilience and advancing community recovery across NSW. \nClick here to register \n\n		\n			\n				\n			\n			\n		 \n		\n			Amanda Leck is the Deputy Secretary and Group Head of Adaptation\, Mitigation and Reconstruction with the NSW Reconstruction Authority. In this role\, she is responsible for senior executive leadership of the Group\, including the delivery of the State Disaster Mitigation Plan and Disaster Adaptation Plans in the Hawkesbury–Nepean Valley\, the Northern Rivers region of NSW\, and other areas across the state. Amanda has extensive experience working in complex community and government environments\, bringing together stakeholders from a diverse range of sectors to deliver outcomes that reduce risk and strengthen disaster resilience for communities.\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Suzanna Remmerswaal is Group Leader – Impact Assessment and Planning\, Sydney\, at AECOM. An engineer and planner by training\, Suzanna is passionate about creating spaces that better serve people as we adapt to a changing climate. She has more than fifteen years’ experience helping organisations to understand and manage risks and opportunities relating to climate change\, community resilience\, and a low-carbon future.\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Michael Drayton is a Market and Product Specialist at Moody’s RMS. He joined RMS in the UK in 1996 as a model developer\, working on extreme weather models for North Atlantic hurricanes\, European windstorms\, and UK floods. In 2004\, Michael returned home to New Zealand. Following the 2010–11 earthquakes in Christchurch\, he became more involved with the local New Zealand market\, liaising between RMS’s developers and local insurers\, regulators\, engineers\, and government. Today\, he provides technical support on Australia and New Zealand physical risk models to Moody’s client-facing teams.

Allan has also developed climate risk and adaptation frameworks and guidance for federal\, state and international government agencies\, including Austroads\, USAID\, the Australian Department of Defence\, the former Australian Government Department of Climate Change and Energy Efficiency and the former Victorian Department of Transport.\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Joanne Vanselow is a Program Manager at Austroads\, the association of Australian and New Zealand transport agencies. With 17 years of experience spanning both the private and public sectors\, she brings a unique\, holistic perspective to the challenges of modern transport. Joanne began her career as an automotive engineer\, where she developed an understanding of vehicle systems and innovation. She then transitioned into the public sector\, applying her expertise to policy and strategy\, and managed key projects in vehicle safety data insights and trialling connected and automated vehicle technologies. In her current role\, she helps transport agencies to operate a safe and sustainable network by managing two critical programs of work: the vehicles and technology program\, which harnesses the benefits of emerging technologies to improve safety\, sustainability and productivity\, and the environment and sustainability program\, which embeds sustainability into transport decision-making. She is currently managing a suite of projects around climate change resilience and transport decarbonisation with a focus on enabling Austroads members to integrate these considerations into the way they plan\, build and manage transport assets and networks..

This presentation will provide a short overview of multi-million dollar research projects from Australia and internationally which aim to unlock new knowledge into designing and maintaining safe and resilient infrastructure in a changing climate. \nCristina Vulpe\, Senior Lecturer\, The University of Western Australia\nCristina Vulpe is a Senior Lecturer in the School of Engineering at the University of Western Australia. She lectures in Environmental Geotechnics and Risk\, Reliability & Safety. These units broaden students’ understanding of how infrastructure and systems impact on and interact with the environment. \nThrough her research\, she provides safe and economic solutions for the deployment and management of onshore and offshore infrastructure throughout their lifecycle\, taking into account the effect of the changing climate. \n\nConsulting Perspective\nIndustry is recognising the need to understand climate risk and invest in resilience measures to ensure acceptable levels of service are maintained into the future. The consulting sector plays a critical role in supporting asset intensive organisations to address the risks presented by climate change. This presentation will provide an overview of the consulting experience applying asset management approaches to address climate change risk. \nAdam Rotapel\, Manager\, KPMG\nAdam is a Manager in KPMG’s Engineering & Asset Management practice with 15 years of consulting experience across power\, water and other utilities sectors. Adam has been involved in all phases of infrastructure projects from asset management strategy and investment planning through to procurement and project delivery. Adam is the Chair of the Asset Management Perth Chapter and recently presented at the OzWater 24 conference on the topic of investing in climate change resilience. At the City of Portland\, Chris was influential in writing and having City Council approval of an Asset Management Policy that is so inclusive\, it also can be read as an Equity Policy. Chris’ approach to Parks and Recreation asset management has resulted in parks in lower income areas receiving an equitable amount of attention compared to all other areas. \nBen Hayden\, is Executive General Manager\, Asset Management for Gladstone Ports Corporation\, which has an extensive amount of parks and recreation assets and natural assets. Ben has a Masters of Engineering\, Power Generation and an MBA\, Technology Development. Ben has served as Head of Asset Standards for AGL Energy and was General Manager\, Callide Power Station for CS Energy. He was Manager of Asset Management and Maintenance at NRG Gladstome Operating Services where he provided strategic leadership and implementation for asset management systems and processes. This project has expanded over the years to include the adjacent Toitoi Municipal Building\, culminating in a comprehensive Asset Information Model (AIM) of both buildings. \nA key development has been the integration of climate change data within the asset information model to enhance building resilience. This initiative demonstrates the potential of digital technologies\, and particularly Asset Information Models\, in fostering climate-resilient urban infrastructure. \nKey Points: \n\nObjective: To illustrate the integration process and benefits of including digital climate change data into an asset information model.\nMethodology: Overview of the process\, how we discussed strategic climate priorities and challenges for HDC\, how these informed the next steps\, and how this was used to inform the Asset Information Model.\nChallenges and Solutions: Discussion on merging climate data with the existing asset information model and how we navigated them.\nOutcomes and Benefits: Adding value to enhance asset resilience\, improve risk assessment\, and support informed decision-making for climate adaptation strategies through digitisation.\n\nThis presentation aims to showcase the project’s approach to leveraging an existing asset information model to assist in understanding and mitigating the impacts of climate change on critical infrastructure. \nJason Blac\, Senior Consultant – Strategic Advisory (Digital)\, WSP \nWith over a decade of experience in Project Management and Digital Advisory from the UK and the burgeoning digital sector in New Zealand\, Jason harbours a deep passion for supporting and guiding clients on their transformation journeys. He served as the Project Manager for the award-winning projects at Auckland International Airport (AIA)\, Auckland District Health Board (ADHB)\, and Hastings District Council (HDC) – specifically\, their Digital Twin initiatives. Te Ringa Maimoa is leading the implementation of a consistent approach to the collection of pavement and surfacing condition data for all local authority sealed roads. The Consistent Condition Data Collection (CCDC) project is being developed collaboratively by sector representatives from councils and Waka Kotahi\, supported by industry subject matter experts. As such\, the New Zealand Infrastructure Strategy Rautaki Hanganga highlights that a large part of New Zealand’s infrastructure deficit is the cost of maintaining and renewing existing infrastructure. \nTo manage the infrastructure challenges we face\, it is critical to get better use from this existing infrastructure\, and improve how we maintain and manage it. This was the costliest tropical cyclone on record in the southern hemisphere\, with total damages estimated to be at least $13.5 billion. The scale of damage and disruption to Unisons electricity distribution network was the most severe in living memory. This presentation will tell the story of Unisons response and ongoing recovery\, and how good asset management practices supported Unisons readiness and reduced the potential effects of such an event. \nMitch is a chartered electrical engineer and an asset management practitioner. Starting his career in the electricity distribution sector at Unison Networks\, Mitch cut his teeth in an operational engineering role within the Network Operation Centre. Since then\, Mitch has worked in Asset Management with a focus on overhead lines. His specialty areas include overhead conductor and timber pole condition assessment\, as well as asset risk modelling for renewal planning. Mitch has been an active member of seven electricity industry asset management working groups and steering committees\, and the chair of the Overhead Line Designers Forum. These events\, along with a history of strong collaboration between research and industry\, has motivated a wide range of research focussing on the resilience of critical infrastructure networks when exposed to natural hazard events. This presentation will provide a summary of recently completed and ongoing research across New Zealand\, along with some of the future directions of this research. This summary will be presented on behalf of a large group of researchers from across the country. It will look across network components\, individual networks\, interactions or dependencies across networks and the socio-economic implications of losses of service. \nLiam is a Professor in the Department of Civil and Environmental Engineering at the University of Auckland. He has a wide range of skills around whole of life asset management\, commercial negotiations\, system integration projects with strong leadership qualities. Anthony has held a variety of positions that has been responsible for large fleet maintenance\, work management and an operational fleet monitoring department. \nAnthony’s role as the National Asset Manager for Qube Bulk covers the key areas of Fleet Procurement and Design\, Materials supplier management\, Support Systems and processes\, standardisation of Whole of Life Cycle Cost management whilst looking for improvement initiatives through systems or technology based solutions. He has worked across a Heavy Haul\, Cranes and Fixed Plant asset base. \nCraig Symons\, Asset & Systems Superintendent\, QUBE Bulk \nCraig is an experienced asset management specialist with a demonstrated history of working in the mining industry.  He is skilled in budgeting\, mining\, minerals\, continuous improvement\, and plant maintenance.  He is a strong consulting professional with good communication skills across all levels of organisations. \nIn his current role\, Craig is responsible for the promotion of work management practises through efficient solutions that optimise the time required by sites to complete the various activities. This is achieved through an understanding of system capability and defining the processes which site personnel can consistently work with or report through. \nSteve Beyer\, Director Portfolio Strategic Projects Office\, Government of Western Australia\, Department of Transport \nSteve Beyer has worked in WA Government transport agencies for over 40 years. He leads the WA Transport Portfolio’s work on climate action\, dealing with climate risk and adaptation\, and emissions reduction for the Portfolio’s activities and for the wider transport sector.

DESCRIPTION:In 2022\,Transurban (with the support of its incident response and maintenance contractor\, Ventia) achieved significant sustainability outcomes at its Hills M2 Motorway asset. Innovative solutions were deployed\, in line with asset management best practice\, resulting in success in diverting waste from landfill\, reducing greenhouse gas emissions\, generating biodiversity value and enhancing customer travel. \nIndependent verification of the sustainability outcomes was undertaken by using the Infrastructure Sustainability Council’s IS Operations rating scheme\, and the Hills M2 Motorway was subsequently certified at an “Excellent Operations IS Rating”\, with a score of 69 points-the highest operations rating within the industry \n  \nClick here to register\n  \nAbout the speakers:  \nColin Rymer\, Head of Asset Management Systems and Governance\, Transurban \nColin has extensive asset management\, strategy and commercial experience across infrastructure\, utilities and aircraft. He has worked at Transurban for the last 8 years supporting the NSW motorways to improve asset performance for our road users. Prior to Transurban\, Colin worked with Sydney Water and the Royal Australian Air Force in the fields of asset management\, logistics and maintenance support. Colin has a Doctorate of Business Administration and is passionate about leadership and high performing teams. \nTroy Mattiazzo\, Maintenance Manager\, Ventia \nTroy is the Incident Response and Maintenance Manager for Ventia’s NSW Motorway and Tunnel contracts with Transurban. Troy’s experience includes working within Transurban’s asset management framework to deliver civil maintenance across the Eastern Distributor\, Cross City Tunnel\, Lane Cove Tunnel\, Hills M2 Motorway and M5 Southwest Motorway. \nTroy is passionate about sustainability and innovation and is constantly working on initiatives that deliver better outcomes for stakeholders. One of the most recent initiatives that Troy has helped to champion is the deployment of the new Electric Incident Response Truck\, that is expected to save around 50 tonnes of carbon dioxide and equivalent gases per annum. \n

Tuku Iho in this instance is explained as “our living legacy”. This reflects the ambition to leave the estate and the wider environment in a better condition for future generations. There are four pillars that provide the structure for the framework\, which highlight the complexities and interrelationships across all areas of sustainability. Tuku Iho includes a key action to mitigate the impacts to / from climate change\, while being more comprehensively sustainable. \nAdditionally\, the New Zealand Defence Force (NZDF) is a participant of the Carbon Neutral Government Programme (CNGP)\, which has been set up to accelerate the reduction of emissions within the public sector. The CNGP requires the measurement and verification of emissions annually\, and a number of key emissions reduction activities to achieve carbon neutrality. \nLee and Rachel will provide insight into the NZDF’s progress to-date\, and discuss how the Defence Estate is mitigating and adapting to climate change\, including how sustainability is being embedded into building designs to reduce emissions in both construction and operation\, as well as to keep people and assets safe from climate hazards that are likely to occur in the area. \nDr Lee Bint\, Director Sustainability\, New Zealand Defence Force\nLee has been leading the Defence sustainability journey since 2018\, establishing and implementing their first sustainability framework and leading a team of technical experts across energy\, sustainable buildings\, resilience and sustainability. During this time\, she has also co-founded the all-of-government sustainability group\, supported numerous other government agencies in commencing on their sustainability pathway\, held the position as Vice Chair of the Carbon & Energy Professionals Board and welcomed her daughter into the world. \nPrior to Defence\, Lee worked as a Sustainable Building Scientist at BRANZ while also completing the Sustainable Business Council Future Leaders’ Programme and being elected the Future Leader’s Representative on the Sustainable Business Council Board\, and also working with UnionAID as the hosts of the Myanmar Young Leaders Programme. \nLee completed her PhD in Building Science at Victoria University of Wellington\, which included the development of a Water Efficiency Rating Tool that was awarded runner-up at the Grow Wellington Bright Ideas Challenge in 2011. \nRachel Wood\, Sustainability Advisor\, GHD\nRachel is an Environmental Economist with a master’s degree in Economics from Auckland University of Technology (AUT) majoring in Ecological Footprint Accounting. As a student\, she discovered a passion for resource management\, climate change research\, environmental economics (impact analysis)\, and social development. She is interested in improving the sustainability of social and economic activity through innovative solutions and effective strategies. During her time at GHD\, she has become more engaged with greenhouse gas accounting for carbon emissions auditing and Climate Change Risk Assessments. \nPresentation 2: Climate-related disclosures\, scenario analysis\, and the TCFD framework – what it means for asset management in practice\nWhat can – and should – asset managers do now in the face of increasing climate change impacts\, evolving climate policies\, and potentially insufficient financial and human resources to address it? The Taskforce on Climate-Related Financial Disclosures (TCFD) framework offers an answer – about how to manage climate change strategy\, targets\, action planning\, risk management and financial decisions. \nTCFD reporting – also called climate-related disclosures or climate statements in New Zealand – is now mandatory for most of the country’s financial system and listed companies. It is strongly incentivised for the public sector\, too\, which reports to the Ministry for the Environment and Climate Change Commission under the Zero Carbon Act. \nApplied to asset management\, TCFD reporting can consolidate information on where you want to get to\, what you need to do\, and the good work you’re already doing – but perhaps not thinking of it as climate-related. In the guise of a reporting framework\, TCFD reporting is a strategic planning exercise\, which asset managers can use to test the resilience of their current strategies. Like testing a plane in a wind tunnel\, the TCFD framework uses climate scenario analysis to consider different plausible futures\, such as rapid decarbonisation or ‘hot house’ warming scenarios. \nWith insurers and banks among those required to report\, and international adoption of TCFD reporting in the UK\, TCFD is where all entities’ climate change reporting is going. And it can be immensely helpful to asset managers seeking to organise their approach to climate change. \nMatt Raeburn\, Principal – Strategic Advisory (Climate Change and Sustainability)\, WSP\nMatt is a Principal climate strategist based in WSP’s Wellington office with 18 years of experience in Aotearoa New Zealand and the US. An American-Kiwi who spent a decade in environmental law and policy in Washington DC and Portland\, Oregon\, Matt worked in the Ministry for the Environment’s Climate Directorate from 2018-2021. There\, he implemented parallel TCFD reporting regimes under the Zero Carbon Act and Financial Sector Amendment Act. \nOver 7 years in New Zealand\, Matt has worked with corporate\, council and Central Government asset managers on their climate risks\, strategies\, and reporting projects as a consultant for EY\, Beca\, and now WSP. He recently developed climate scenarios for NZ’s construction and property sector and previously led delivery of the Wellington Regional Climate Change Impact Assessment. \nAdele Jones\, Principal – Strategic Advisory (Asset Management)\, WSP\nAdele is a Principal in our Strategic Advisory team with 20+ years of experience\, leading and delivering a diverse range of strategic advisory\, asset management\, network management and procurement projects\, both nationally and internationally. Adele has worked across a wide variety of horizontal and vertical infrastructure portfolios\, including transport\, 3-waters\, property and buildings\, recreation and aviation. \nAdele’s technical skills span wide range of asset management practices at strategic\, tactical and operational levels\, with a strong focus on aligning with the International Standard for asset management\, ISO 55001. She has experience in asset management policy\, asset management system development\, strategic asset management planning\, investment decision making approaches\, business case development\, asset management planning\, risk management and asset data and information management practices.
