DESCRIPTION:Building Information Modelling (BIM) has been around for a long time and is now becoming commonplace\, and often a requirement\, on many building and infrastructure projects. The key component of BIM is the information element\, and when properly adopted it provides the backbone for efficiently managing data from the early conception of the asset being built through to operations and handover. \nHowever\, this can only be achieved with data that is well-defined early and the use of open standards\, or OpenBIM. This approach allows both the 3D geometry representing the asset and its connected data to move between various platforms or lifecycle stages\, always remaining accessible and able to be used in combination with 3D geometry (where required). \nEric Bugeja\, Chairperson of buildingSMART Australasia\, will provide you with an overview of information management best practice and the tools available to improve project efficiency. \nClick here to register \n\n		\n			\n				\n			\n			\n		 \n		\n			Eric has been at the forefront of applying technology to improve efficiency. His early engineering career focused on the development of leading-edge automation for manufacturing processes\, using technology to enhance both quality and production speed. Over the past ten years\, he has shifted his expertise from manufacturing to transport infrastructure engineering and construction\, managing teams at GHD and serving as a Project Director. Eric has a passion for technology and driving industry change. He has been closely involved in the implementation and standardisation of Digital Engineering in infrastructure and is currently EIC’s Principal for Digital Integration and Capability\, supporting the CIMIC operating companies\, which include CPB Contractors\, UGL\, Leighton Asia\, Thiess\, Sedgman and Broad. He is also the Chairman of buildingSMART Australasia and was recently appointed to the buildingSMART International Board.

Recently\, she transitioned to the client side by joining the Assets team at Taronga Zoo\, where she manages projects under $2 million. This role provides a unique perspective compared with contractor-side delivery of multi-billion-dollar projects\, requiring Maddison to carefully balance asset replacement and maintenance while prioritising safety\, quality\, cost\, time\, and the welfare of both guests and animals.\n		\n			\n		\n\n		\n			\n				\n			\n			\n		 \n		\n			Sally Busch has extensive experience across the aviation\, defence\, and energy sectors\, bringing a multidisciplinary perspective to asset management. At Ausgrid\, she shapes asset strategies that balance cost\, risk and performance to guide decisions supporting a rapidly evolving electricity network. Her background includes technical leadership in asset strategy and performance\, climate resilience\, modelling\, reliability\, and strategic engineering support across the asset lifecycle.\n		\n			\n		\n\n		\n			\n				\n			\n			\n		 \n		\n			Gavin Cavanagh has held a number of Systems Engineering positions at TfNSW\, Sydney Trains and NSW TrainLink over the past nine years\, along with Asset Resilience roles more recently. Prior to the transport sector\, Gavin worked in the defence and aerospace sector for 20 years in Australia\, including 16 years as a uniformed Air Force Officer and four years in the defence industry\, again in Systems Engineering and Life Cycle Management. SUMMARY:Melbourne - Achieving TOTEX Success: Integrating People\, Processes and Systems in Asset Management Planning (A Strategic Approach to Public Private Partnerships)
DESCRIPTION:Public–Private Partnerships (PPPs) carry inherent financial risks\, particularly when fixed-price contracts fail to reflect total lifecycle costs. To manage this\, PFM adopted a Total Expenditure (TOTEX) Strategic Asset Management (SAM) approach that integrates people\, processes\, and systems to align CAPEX and OPEX decisions for long-term value. \nThe two key barriers—poor data quality and limited practitioner capability—were addressed through the development of two foundational enablers: the Asset Management System (AMS) and the Asset Management Community of Practice (AMCoP). The AMS standardised tools and processes\, while the AMCoP fostered collaboration\, upskilling\, and knowledge sharing. These enabled the creation of high-value resources such as a Lifecycle Cost and Maintenance database. \nIn practice\, these frameworks supported accurate data capture and scenario modelling within PPP contracts\, driving evidence-based decisions. Allan has also developed climate risk and adaptation frameworks and guidance for federal\, state and international government agencies\, including Austroads\, USAID\, the Australian Department of Defence\, the former Australian Government Department of Climate Change and Energy Efficiency and the former Victorian Department of Transport.\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Joanne Vanselow is a Program Manager at Austroads\, the association of Australian and New Zealand transport agencies. With 17 years of experience spanning both the private and public sectors\, she brings a unique\, holistic perspective to the challenges of modern transport. Joanne began her career as an automotive engineer\, where she developed an understanding of vehicle systems and innovation. She then transitioned into the public sector\, applying her expertise to policy and strategy\, and managed key projects in vehicle safety data insights and trialling connected and automated vehicle technologies. In her current role\, she helps transport agencies to operate a safe and sustainable network by managing two critical programs of work: the vehicles and technology program\, which harnesses the benefits of emerging technologies to improve safety\, sustainability and productivity\, and the environment and sustainability program\, which embeds sustainability into transport decision-making. Lyttelton Port Company (LPC)\, like many ports\, has a diverse range of assets\, with some structures dating back to the 1800’s and the newest structures being completed in 2020. Over time there has been changes in shipping and operations\, with many structures currently being used for vessels and traffic that was never intended. However\, with time pressures\, ever changing trade demands\, sustainability and large capital costs; extending the life of existing assets\, rather than replacement\, is often the pragmatic and preferred option. This presentation discusses the overall annual asset management program at LPC that has been developed and implemented over the last 20+ years through close collaboration between WSP (previously Opus) and LPC and how it has improved the operational efficiency at the port \n\n		\n			\n				\n			\n			\n		 \n		\n			William is a civil engineer with 6 years of full-time experience and two four-month internships in the prior two years in ports and marine engineering\, mainly focused on structural condition assessment of port infrastructure and implementation of repair strategies. He has led the Lyttelton Port annual inspection programme for WSP for the last 3 years\, working closely alongside Tristan and his team\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Tristan has worked at Lyttelton Port for 30 years and is currently the Head of Maintenance and Security. He’s been involved in the full spectrum from hands-on building and maintaining to leading teams to being in charge of the port assets and therefore has an in-depth understanding of what it takes to keep the Port operational.\n		\n			\n		 \nRangitata Diversion Race – Applying Asset Management Strategy\n\nBuilt in 1944 as public infrastructure\, then privatised in 1990\, the RDR has a chequered history of great engineering\, pro-active\, reactive\, precise and not-so-precise maintenance and renewal. Picking up 80 years of incomplete information and an uncertain future to form asset management tactics and consider funding has interesting challenges. We highlight some of these within the overview of this unique infrastructure.\n \n\n		\n			\n				\n			\n			\n		 \n		\n			Tony McCormick is the Chief Executive of RDR Management Ltd (RDRML)\, overseeing the operation and strategic direction of the Rangitata Diversion Race (RDR)\, New Zealand’s largest water supply scheme. With extensive experience in water management and infrastructure\, he leads the organisation in sustainably delivering reliable water for irrigation\, hydroelectric generation\, and stockwater supply. Tony is focused on securing long-term consents and maintaining RDRML’s role as a cornerstone of regional prosperity.\n		\n			\n		 \n\n		\n			\n				\n			\n			\n		 \n		\n			Kees Beentjes is the Engineering Manager for the RDR with a focus on the long-term reliability of the assets. DESCRIPTION:Property is one of the most valuable and complex asset classes\, yet residential strata continues to face major risks from defects\, poor information handover and weak governance. This event will explore how fragmented practices have left property owners and managers exposed\, with issues such as missing design records\, incomplete asset registers\, warranty disputes\, and inadequate lifecycle planning driving up costs and eroding confidence in the market. By referencing the Building Manual Guideline\, the discussion will show how better systems\, accountability\, and transparency can protect property value while reducing financial and safety risks. \nThe program will highlight the case for change\, shifting strata property asset management from reactive maintenance to proactive\, data-driven practices. This includes upskilling strata managers and owners’ corporations\, embedding robust governance structures\, and adopting tools such as digital records\, lifecycle costing\, and transparent levy planning. Key themes include liability management\, procurement responses\, ownership and co-funding models\, and the legal ramifications of poor documentation. Central to the discussion is how build quality achieved at the design\, approval\, and construction stages can be effectively translated into long-term occupancy asset management\, ensuring properties remain safe\, durable\, and financially sustainable throughout their lifecycle. \nBuilding on industry milestones such as the Shergold Weir Building Confidence Report (2018)\, the NSW Government’s response (2019)\, the Strata Community Association’s Building Manual Guideline (2020)\, and Engineers Australia’s 2023 report on managing building defects\, the event will emphasise that while property owners face genuine risks — from systemic defects and water ingress to unexpected financial shocks — there are also significant opportunities. Smarter property and strata asset management not only protects buyers and owners from risk but also enables innovation in sustainability\, transparency\, and long-term value creation. He was the principal author of the new Australian Building Manual Guideline in conjunction with the Strata Communities Association and Engineers Australia. Many public infrastructure systems — including roads\, bridges\, schools\, and utilities — were not designed to withstand current climate risks\, resulting in repeated damage\, costly rebuilds\, and long-term service disruptions. A key challenge lies in transitioning from reactive recovery efforts to proactive\, risk-informed asset planning and investment. Limited funding\, fragmented governance\, and inconsistent data on asset vulnerability further complicate coordinated resilience-building efforts. However\, there are growing opportunities to address these gaps. \nThe NSW Reconstruction Authority’s leadership in developing the State Disaster Mitigation Plan\, alongside AECOM’s technical expertise in resilience modelling and Moody’s Analytics’ insights into the rising economic costs of disasters\, are paving the way for smarter\, data-driven decision-making. Through collaborative planning\, stronger intergovernmental coordination\, and targeted investment in resilience upgrades\, NSW has a unique opportunity to embed long-term sustainability and community protection into its asset management systems. \nNSW continues to grapple with escalating climate-driven disasters — from the severe flooding in Northern NSW earlier this year to the bushfires in past seasons — that have spotlighted vulnerabilities in government-managed infrastructure. The state’s response demonstrates that the government’s approach must go beyond reactive recovery and focus on proactive resilience in asset management and planning. \nThis NSW-based resilience panel consists of representatives from: \n\nThe NSW Reconstruction Authority (RA)\, backed by more than $300 million in funding\, leading the recovery and mitigation effort through Australia’s first State Disaster Mitigation Plan (SDMP)\, released in February 2024\, and via grant programs such as the Community Assets Program and Central West Recovery & Resilience package (valued at $100 million). Through these initiatives\, damaged infrastructure — such as schools\, bridges\, and community centres — is being rebuilt with enhanced flood resilience and hazard-adaptive design.\nAECOM\, whose expertise in climate adaptation\, risk modelling\, and infrastructure hardening underpins projects such as the Sydney Resilience Strategy and climate-risk assessments for regional NSW retail centres affected by floods and cyclones.\nMoody’s Analytics\, which provides robust analytical modelling approaches.
