About the Session:

Under the Sydney Roads Asset Performance Contract (SRAPC), ConnectSydney assumed stewardship of a complex and highly visible road network within the Sydney Eastern Harbour Zone. Early delivery highlighted a range of asset management challenges common across the industry, including reactive planning, fragmented prioritisation, limited assurance confidence, and siloed decision-making across functions.

This presentation shares ConnectSydney’s asset management maturity journey, focusing on the practical actions taken to address these challenges and uplift maturity in a live operational environment. It outlines how capability, assurance, prioritisation, and cross-functional alignment were deliberately strengthened through targeted changes to roles, governance, decision frameworks, and ways of working.

Rather than presenting theory, the session demonstrates how asset-need-led planning, balanced cost–risk–performance prioritisation, and embedded assurance were translated into day-to-day business-as-usual practices. The presentation concludes by reflecting on the tangible outcomes achieved, including improved decision quality, clearer traceability, and a measurable lift in client confidence and engagement—positioning ConnectSydney as a trusted asset steward for the Harbour Zone.

Max Dallarmi brings four decades of experience across the planning, delivery and stewardship of complex road infrastructure, spanning construction, operations and asset management in highly regulated network environments. As Network Needs Manager at ConnectSydney for the past five years, he has led asset management activities for the Sydney Roads Asset Performance Contract in the Harbour Zone, providing strategic and tactical direction across asset planning, compliance, sustainability and continuous improvement, in alignment with TfNSW stewardship principles. He is responsible for developing and maintaining strategic and tactical asset management plans, embedding ISO 55000-aligned practices, and driving reliability-based maintenance and renewal strategies across a diverse portfolio of road, bridge, tunnel and pavement assets. With a strong background in civil engineering and program delivery, Max works closely with leadership and operational teams to translate asset data and performance insights into practical, risk-based decisions that improve network outcomes, strengthen safety and sustainability performance, and support long-term network resilience.

Syed Kazmi is a Strategic Asset Manager at ConnectSydney, responsible for asset stewardship across the Harbour Zone under the Sydney Roads Asset Performance Contract (SRAPC). He leads strategic asset planning, lifecycle optimisation, and cost–risk–performance decision-making across a complex, multi-asset road network. He works closely with leadership and delivery teams to translate asset intelligence into informed, risk-based network outcomes. With over two decades of experience across infrastructure, operations and asset management, Syed has worked across telecommunications, tunnels and motorway networks in Australia and internationally. His career spans asset systems engineering, lifecycle modelling, capital works planning and enterprise asset strategy, with extensive experience working within performance-based and concession environments.
