The Sydney Chapter of the Asset Management Council last week hosted an insightful technical session with Sean Caldwell, Director of Asset Management & Engineering at Sydney Metro, who explored the agency’s approach to asset management within the context of Public-Private Partnerships (PPPs).
The session provided attendees with a deep dive into the operational and contractual challenges of delivering major transport infrastructure within PPP frameworks. Sean discussed the evolution of PPP contracts over time, the treatment of standards, and how Sydney Metro’s asset management practices have matured in response to legislative shifts—particularly around the Security of Critical Infrastructure (SOCI) Act.

- The drivers and implications of changes to contractual standards
- Practical implementation of SOCI legislation during the O&M phase
- Key assurance mechanisms and dispute resolution within contractor relationships
