The TAMP provides a strategic context for present and future decision-making on asset management, encompassing risk, financial, environmental, heritage, levels of service for water delivery and engineering issues.

A number of research papers and commercial products are now available to provide asset management plans for water pipeline networks. These include the ABLE system developed by O’Hagan in the UK, which uses a combination of Bayesian methods and sampling to determine projected costs and the KANEW system developed by Deb, Hasit, Grablutz and Herz in the USA, which provides estimates of the length of pipeline that should be replaced each year.

The wastewater collection network in metropolitan Adelaide consists of a large number of assets distributed over a wide geographic area. This poses significant challenges in both conducting and prioritising asset management activities for these assets, including maintenance, rehabilitation, condition assessment and replacement.

BMA’s Blackwater Mine has over 320 maintenance people, a $140M operating budget and a $40M plus equipment capital budget. I have led the deployment of asset management processes and built organisational capability resulting in marked improvements in safety and key equipment availabilities while working within a much more defined cost structure.

Traditionally reliability effort and Reliability Centered Maintenance (RCM) studies have been conducted on a project basis and one of the most common pitfalls to a successful outcome is the effort involved in implementation of the resulting maintenance strategies. It is all too common for RCM plans to be developed which result in a significant reduction of business risk only to be never completely implemented.
