This presentation will focus on how Aqwest, in partnership with BetterAIM, developed a transparent, corporate-objective-aligned decision framework to address increasing climate risk, ageing infrastructure and uncertainty around which assets should be renewed, retained or decommissioned within the Bunbury Water Supply Scheme.
The co-designed methodology integrates weighted strategic objectives, risk and benefit scoring, and pre- and post-mitigant analysis to prioritise activities across the entire scheme. The framework transformed reactive project listings into structured, evidence-based infrastructure governance.
The framework has reshaped the Strategic Asset Plan and long-term water strategy, strengthened Board confidence, and is being embedded more broadly within the organisation. It represents a significant innovation in infrastructure planning under uncertainty.

Cameron Jessup is the Technical Director – Water Services Advisory / Regional Director – Queensland with BetterAIM. Cam is a chartered civil engineer (CPEng/RPEQ) and Fellow of the Institute of Engineers Australia, he also holds a Master in Business Administration and a Master in Project Management. He has a particular focus on asset and project lifecycle management and the importance of front-end planning in the delivery of successful projects. Cam has spent 20+ years in the water sector working with utility service providers including irrigation boards, water utilities, local government, state government and regulatory agencies across Australia to develop robust asset and project lifecycle management methodologies and tools and helped organisations increase maturity in asset decision making and delivery. Cam has also worked across the full project and asset lifecycle for a variety of asset classes and service types including municipal waste, roads and drainage and buildings, facilities and parks. He has helped clients develop system and asset strategies and plans and to measure and understand asset performance and risk. He has a reputation for delivering projects and solutions that cost effectively address service provision challenges.
